I think that what Mike Sandells was referring to as the "preserving the existing state" is not losing programs but losing some settings.
I have seen that and there have also been reports of it in these forums. As Karen said, if you want to upgrade to the new version you need to either download it using Windows Update or download the ISO of the new version.
There is no way to do it without downloading a lot of data. You can upgrade from the ISO file in several ways. You can copy the ISO to the machine to be upgraded, mount it and run setup. I have quite a few physical and virtual machines running Windows 10 but I only download the ISO once to upgrade them all. I have tried all the above methods and they all work.
